Can somone be denied a rental car because of a bad credit rating?

A friend of mine with bad credit tried to reserve a rental car online. Within 24 hours they responded that “your rental vehicle will not be available for your requested period” and that he would need to try with a different rental agency. Do rental car agencies run credit checks? Their response sounds to me like a polite way of saying that they didn’t want his business since they didn’t try to offer him another car.

If she was trying to reserve using a debit card, they run credirt checks. Also if the credit card does have $500 available they will deny the request.
The rental car or they would be short of rental car will be worried about renting to him or they would not return previous car bills they could be short of rental.
