Can somone be denied a rental car because of a bad credit rating?

A friend of mine with bad credit tried to reserve a rental car online. Within 24 hours they responded that “your rental vehicle will not be available for your requested period” and that he would need to try with a different rental agency. Do rental car agencies run credit checks? Their response sounds to me like a polite way of saying that they didn’t want his business since they didn’t try to offer him another car.

If she was trying to reserve using a debit card, they run credirt checks. Also if the credit card does have $500 available they will deny the request.
